Clarify that an extension request doesn't require new rules; but if it *has* expired and a new permit is required, then the new rules apply

I believe this is OK.
This all seems reasonable.
Question
Not sure how this is going to work. Are we going to require a project already in progress to change construction plans to meet new regulations even though we've already approve their plans?
